KUCHING: The Election Commission (EC) has reminded supporters of political parties or candidates not to bring loudhailers, drums or other musical instruments to nomination centres today.
They have also been warned against turning up in big numbers.
The EC will only allow 50 supporters to enter the vicinity of each nomination centre, where a tent will be provided for them, while the rest have to remain further from the main building.
“The police have identified the assembly points for supporters and the supporters must adhere to rules or instructions on that and also the areas that they are allowed access to,” EC chairman Tan Sri Datuk Seri Abdul Aziz Mohd Yusof told a press conference yesterday.
He advised supporters to behave and not to resort to provocative actions or words that could disrupt the peace. “They are not allowed to bring or use musical instruments of any kind and loud speakers. All prohibited items will be confiscated,” he said.
On the campaign period, which starts from the announcement of nomination today and must end before 12am on April 16, Aziz said 80 enforcement teams would be on duty, with some areas having two teams.
“They will be on the patrol most times. They will stop a ceramah if found that there’s no permit for it or if the speech content is unlawful and too provocative.
“Also we do not allow any party to set up their pondok panas any more. Only SPR is allowed to set up tents. Other unauthorised tents will be taken down by the enforcement team immediately,” he said.
Banners and other campaign materials that contain foul or provocative words will also be removed.
Aziz added that only contesting parties or candidates are allowed to put up their banners, posters and logos.
Other candidates who are not contesting in a specific area would not be allowed to campaign in the area.

砂拉越‧古晉23日訊）選舉委員會今日宣佈，第十屆砂拉越州選舉於4月6日提名，4月16日投票。
選舉委員會主席丹斯里阿都阿茲今日中午在古晉鉑爾曼酒店舉行的新聞發佈會上說，選舉委員會將在第十屆砂拉越州選舉，採用截至去年12月31日為止的選民冊。有關選民民冊將在本月25日（星期五）在憲報上公佈。
共97萬9796名合格選民
他表示，只有在去年12月31日前登記為選民的人士都有資格投票。
根據該選民冊，共有97萬9千796名合格選民，其中96萬1千433人為普通選民，1萬8千363人是郵寄選民。
阿都阿茲也披露，州選舉成績最遲於投票當天晚上11時之前全部出爐。
峇加拉蘭長屋僅20選民
根據選委會統計數據顯示，峇里奧的峇加拉蘭長屋的一個投票站，只有20名合格選民，是這次合格選民最少的投票站。2006年州選舉，布拉甲有一個投票站只有1名合格選民。
本屆砂州選舉選委會共動用2萬4千379名工作人員，投票中心的總數是1千749所，並設有2千606條投票管道。
其中選委會委任71名選舉官及165名助理，同時也將設立80支選舉執法組。
選委會已撥出5千萬令吉作為州選舉經費，包括物流開銷，如直升機、快艇、長舟及四輪驅動車。而這次選舉將出動443艘船、4千499輛四輪驅動車、27架直升機和2架飛機。
指市民非當天主角
星期三提名沒問題
阿都阿茲表示，砂州第十屆選舉提名日落在星期三的工作日，不會影響提名工作進行。他指出，提名日當天的重要人物主要是候選人和他們的提議人及附議人。
加強投票箱浮力防跌落河
另外，砂拉越州地廣人稀，同時許多選區還需要依靠水路作為運送投票箱的主要通道，為了避免運送選票過程中出現狀況，選委會已做好各項的防範準備。
阿都阿茲說，其中一項防範準備就是加強投票箱在水中的浮動力。
“萬一這些投票箱跌入河中，仍然會漂浮在河面不會沉入河底，不會影響投票箱內的選票。”
他指出，許多內陸選區必須依靠船只作為運送投票箱工具，有必要加強這方面安全措施。
採用截至2010年12月份選民冊
第十屆砂州選舉將採用截至2010年12月份的選民名冊，有關名冊將在本月25日（星期五）列入憲報，並於28日（星期一）開始發售。
選民可以通過各種管道查詢詳情，包括瀏覽選委會網站，www.spr.gov.my；手機短訊（SMS），即輸入SPR〈空格〉SEMAK〈空格〉身份證號碼，傳送至15888；聯絡選委會總部（03-88856500）或砂州辦事處（082-254867）。
未向選委會註冊愛國黨禁用黨徽參選
由於愛國黨至今尚未向選委會把其黨徽注冊成為競選的標誌，因此若該黨要參與砂州選舉，只能採用供獨立人士的競選標誌。
阿都阿茲說，愛國黨獲得社團注冊局批准成為合法政黨，但黨徽未向選委會注冊，因此，不能在這屆大選中使用黨徽為競選標誌。
他指出，選委會為獨立人士提供30個競選標誌，因此，該黨可挑選其中一個為競選標誌。
不過，他說，如果在一個選區有兩名候選人挑選同樣標誌，選委會將以表決方式作出最後裁決。
西馬助選員可任候選人代理
阿都阿茲指出，來自西馬政黨的助選團人員，可擔任砂州選舉時的候選人代理。
他指出，根據選舉條例，來自砂州以外的政黨支持者他們不是來砂工作，因此可作為參選候選人的代理。

Sikap negatif pembangkang menjejaskan peluang rakyat terima pembangunan

KUCHING: Pembangkang yang gemar menghasut rakyat dengan pelbagai dakwa-an untuk memburuk-buruk-kan kerajaan BN dijangka tewas pada Pilihan Raya Dewan Undangan Negeri Sarawak, 16 April ini.
“Saya percaya mereka yang gemar menghasut akan kalah pada pilihan raya ini,” kata Ketua Menteri Pehin Sri Abdul Taib Mahmud.
Beliau menambah, BN tidak menolak seratus peratus kewujudan pembangkang, tetapi sikap gemar menghasut dalam mendapatkan kuasa hanya menjejaskan peluang rakyat menerima kemajuan.
“Kita terima pembangkang. Tetapi pembangkang yang macam mana? Pembangkang yang mahu bekerjasama dalam soal pembangunan,” katanya ketika merasmikan Program Sejiwa Senada Kerajaan Bersama Rakyat Peringkat Kuching Utara di pekarangan Sukma Ria di sini, semalam.
Hadir sama, isteri beliau Puan Sri Ragad Kurdi Taib, Menteri Perumahan dan Pembangunan Bandar Datuk Amar Abang Johari Tun Abang Openg, Menteri Muda di Pejabat Ketua Menteri Datuk Daud Abdul Rahman, Setiausaha Kerajaan Negeri Datuk Amar Morshidi Ghani dan Datuk Bandar DBKU Mohd Atei Abang Medaan.
Taib bagaimanapun berkata, BN tidak dapat memberi ruang kepada pembangkang yang cuba mengganggu peluang rakyat untuk mengecapi kemajuan.
BN katanya, turut menolak propaganda pembangkang yang sekadar mahu menuntut kuasa tanpa mempunyai perancangan jelas dalam memajukan ekonomi.
Malah, pembangkang ingin memesongkan pemikiran rakyat agar hilang fokus terhadap program-program pembangunan yang disusun BN.
“Kerajaan mempunyai niat (baik) untuk membantu rakyat meningkatkan pendapatan dengan pelbagai pro-gram.
“Keikhlasan ahli politik dapat diketahui menerusi apa yang diperkatakan ketika pilihan raya,” katanya.
Rancangan utama BN da-lam meningkatkan pendapatan rakyat ialah Koridor Tenaga Diperbaharui Sarawak (SCORE) yang memberi tum-puan terhadap industri baru di kawasan tengah Sarawak.
“SCORE merupakan cara baru kita membangunkan negeri ini.
“Ia bukan projek kecil ke-rana ia akan memberi peluang kepada kita untuk memba-ngunkan kawasan luar ban-dar,” katanya.

PUTRAJAYA: Yesterday marked the second anniversary of the dynamic stewardship of the nation’s administration under Datuk Seri Najib Tun Razak.
Much has happened since he took over on April 3, 2009 when the country somewhat floated in sea of political doubt following the election tsunami of March 8, 2008.
Over the last two years, Najib has done much to restore confidence in the country, especially among the voters.
And this was recently acknowledged by Tun Daim Zainuddin, the country’s former economic adviser and finance minister, who paid tribute to the prime minister’s efforts in rebuilding confidence towards Barisan Nasional and the federal government.
Perhaps the most striking of many of Najib’s confidence-building initiatives has been the very inclusive 1Malaysia concept, which gives renewed hope on many fronts to those who might have been alienated by discriminative policies of the past.
And hope, coupled with affirmative action, can be such a powerful medicine for people enfeebled
by irrational and unjust deeds.
For Najib, he has always perceived the diversity of Malaysians from many ethnic groups — Malays, Chinese, Indians, Dayaks, Ibans, Kelabits, Orang Ulu, Bidayuhs, Kadazans or Muruts — as a source of strength for the country.

the Government Transformation Programme (GTP) and established the Performance Management and Delivery Unit (Pemandu) under the Prime Minister’s Department to monitor several sets of National Key Results Areas (NKRAs) and Key Performance Indicators (KPIs) for various ministries.
Despite the initial misgivings by some skeptics, the GTP scorecard after one year has resulted in much success in that the lives of several millions had been directly or indirectly enhanced by the programme.
For the first time in four years, the country’s crime index had been reduced by 35 per cent and street crimes by 15 per cent, the largest year-on-year reduction in the country’s history.
Last year also saw the highest achievement in terms of education with 700,000 children having been provided with early education, showing a significant improvement in reading and counting.
The nation’s disbursement of scholarships has also increased and made more equitable under Najib’s tenure, thus removing a sore point among many high-achievers and their parents.
Najib has often stated that the government views scholarship as an investment, not an expenditure, stressing that the disbursement well eventually steer the country to greater heights.
“If we continue investing in people, we will make our nation more competitive,” he said, adding that as Malaysia moved towards a high income developed nation, the key to success was in its people.
Jordan’s ambassador to Malaysia, Maher A Lukasha told Bernama that the Malaysian government’s support for education were positive endeavours for its people and that education was likened by his country’s King Abdullah II ibn Al Hussein as ‘an armour protecting the nation’.
In combating corruption, the government’s enactment of the Whistleblower Act last year has been a meaningful step.
Action taken by the Malaysian Anti-Corruption Commission (MACC) had also managed to change the people’s perception and it is now becoming more confident in tackling corruption, especially in the last few days with the detention of several Customs officers with ill-gotten gains.
As for urban public transportation in the last one year, Malaysia achieved 2.34 million in light rail transit riderships and an increase of 192 percent in the number of transit bus passengers.
More than two million rural residents also benefited from 750km of new roads, the electricity supply and clean water to 36,723 households and the building and repairing of 16,962 houses in remote areas.
There has also been a reduction of 99 per cent in hardcore poor households.
T Jasudasen, Singapore’s High Commissioner to Malaysia, described Najib as a problem-solver.
The Pahang-born High Commissioner, who received the honorary Darjah Sultan Ahmad Shah from the Sultan of Pahang last year, said the GTP and Economic Transformation Programme (ETP) reflected Najib’s earnest efforts to deal with serious issues head-on to bring about results.
“He’s a results-oriented leader,” Jasudasen said.
Under Najib’s leadership, the government has broken new ground on several fronts.
But the prime minister also believes that Malaysia can do better and is on the verge of greater accomplishments.
With him at the helm as the nation’s leader, unifier, exemplifier and transformer, Malaysia can really do it and perhaps it is not out of place to suggest that the popular rallying cry of ‘Malaysia Boleh’ should also go hand-in-hand with that of ‘Najib Boleh’. — Bernama

PUTRAJAYA: Yesterday marked the second anniversary of the dynamic stewardship of the nation’s administration under Datuk Seri Najib Tun Razak.
Much has happened since he took over on April 3, 2009 when the country somewhat floated in sea of political doubt following the election tsunami of March 8, 2008.
Over the last two years, Najib has done much to restore confidence in the country, especially among the voters.
And this was recently acknowledged by Tun Daim Zainuddin, the country’s former economic adviser and finance minister, who paid tribute to the prime minister’s efforts in rebuilding confidence towards Barisan Nasional and the federal government.
Perhaps the most striking of many of Najib’s confidence-building initiatives has been the very inclusive 1Malaysia concept, which gives renewed hope on many fronts to those who might have been alienated by discriminative policies of the past.
And hope, coupled with affirmative action, can be such a powerful medicine for people enfeebled
by irrational and unjust deeds.
For Najib, he has always perceived the diversity of Malaysians from many ethnic groups — Malays, Chinese, Indians, Dayaks, Ibans, Kelabits, Orang Ulu, Bidayuhs, Kadazans or Muruts — as a source of strength for the country.

DAP akan kecundang di Bukit Assek dan Meradong
Berikutan kemenangan DAP dalam PRK Sibu Mei 2009, memberikan sedikit keyakinan kepada DAP untuk menambah kerusi di Lembah Rejang.
Menjadi rebutan ialah enam kerusi Dewan Undangan Negeri (DUN) majoriti kaum Cina di Lembangan Rajang - Bukit Assek, Pelawan, Dudong, dan Bawang Assan di Sibu; Meradong di Bintangor dan Repok di Sarikei.
DAP memenangi dua daripada enam kerusi itu -- Bukit Assek dan Meradong -- pada pilihan raya negeri 2006 dan kalah tipis di Pelawan, Dudong dan Repok.
Penganalisis politik Prof Dr James Chin dari Monash University berpendapat DAP pasti akan menumpukan pada kerusi berkenaan kerana "tidak akan menjadi masalah bagi mereka untuk mengekalkan kebanyakan kerusi yang dimenangi mereka di Kuching pada pilihan raya lepas".
Menurutnya, kemenangan DAP pada pilihan raya kecil Parlimen Sibu tahun lepas menandakan peningkatan sokongan kepada parti itu.
Pemimpin DAP negeri berkongsi pandangan yang sama tetapi enggan mendabik dada mengenai peluang mereka.
Pakar strategi DAP dan anggota Parlimen Bukit Bendera Liew Chin Tong berkata terdapat banyak faktor yang boleh menjejaskan persiapan walaupun parti mengharapkan prestasi terbaik sejak 1987 apabila parti pemerintah hampir dinafikan majoriti dua pertiga.
"Kami perlu bersikap realistik, kami berdepan dengan pasukan yang kuat, kekurangan sumber berbanding dengan jentera pilihan raya BN yang serba lengkap. Lagipun, kebanyakan penduduk Sarawak masih tidak dapat menerima hakikat sekiranya (pentadbiran) negeri ini tanpa (Ketua Menteri Sarawak Tan Sri Abdul) Taib (Mahmud)," katanya.
Pada penilaian TM lain pula, dalam perbualan dengan penduduk Bukit Assek dan Maradong, mereka kecewa dengan wakil rakyat DAP ini yang hanya berjumpa rakyat sewaktu pilihanraya sahaja. Pengundi diberikan wang untuk mengundi mereka. tetapi tidak berminat untuk membantu atau menyampaikan suara dan hasrat rakyat di dewan persidangan.
Rakyat yang memerlukan bantuan , sukar untuk menemui mereka. Orang Iban yang banyak menyokong mereka dalam PRU 2006 juga kecewa dengan janji-janji penipu Dap. Ambil cntoh Adun Bukit Assek minta untuk beliau menyuarakan hasrat rakyat tentang isu tol jambatan Lanang yang sengaja dijadikan modal politik. Selepas menang tak ada apa pun yang dibuatnya. Itu lah luahan penduduk yang tidak berpuas hati dengan Adun Dap di Maradong.
Di Maradong, kerajaan BN juga lah yang membina jalan pintas daripada Bintangor ke Sarikei. malah sebuah jambatan bernilai jutaan ringgit dibina untuk menghubungi dua bandar tersebut.
Sebaliknya kerajaan BN juga yang berusaha menambah baik dan membawa kemajuan kepada penduduk kawasan Bukit Assek Lanang , Sibu.dan juga di Bintangor.

EC: No phantom voters on electoral roll

MIRI: There are no phantom voters in the state, said Election Commission (EC) deputy chairman Datuk Wira Wan Ahmad Wan Omar.
He said this was because the electoral roll had gone through proper checking, verification and clearing by the commission.
“Until now we did not detect or receive any complaints from anyone, particularly from political parties, on the issue (phantom voters) during every election in Sarawak,” said Wan Ahmad after attending a briefing yesterday.
He explained that the names of voters who had passed away had been removed from the roll.
“We have gone through the electoral list before and until the dissolution of the state cabinet on March 21. We are working together with the National Registration Department, checking on those who have passed away.”
However, he said it was inevitable that some names might still be on the electoral roll because they passed away after the dissolution.
He also clarified that those who were not living in the towns or villages where they registered could still return to vote in those areas.
“It is their right for some to go back to their home towns to vote after living and working in other towns or states and they cannot be categorised as phantom voters,” Wan Ahmad said.
The EC was confident that the electoral roll was clean, he said, and that there were no duplication of names and polling stations.
Voters, he said, would also be properly screened as they had to produce their MyKad at polling stations in order to vote.
On the EC’s preparation of logistics in rural areas, Wan Ahmad said: “We are very confident and optimistic that everything would run smoothly.”
He said they had planned based on past experience and anticipation of the number of voters and locality.
“We have learnt from past experience and anticipation. But then anything could happen and we will deal
with the situation if it happens.
“As far as our preparations are concerned, they are all done equally with proper focus and concentration,” he said, adding that the last result would be announced by 11pm.

MIRI: There are no phantom voters in the state, said Election Commission (EC) deputy chairman Datuk Wira Wan Ahmad Wan Omar.
He said this was because the electoral roll had gone through proper checking, verification and clearing by the commission.
“Until now we did not detect or receive any complaints from anyone, particularly from political parties, on the issue (phantom voters) during every election in Sarawak,” said Wan Ahmad after attending a briefing yesterday.
He explained that the names of voters who had passed away had been removed from the roll.
